The economist Nuril Rubini, who had long criticized encryption assets, began to participate in a chain-based monetization product. Atlas Capital Team states that it plans to use the NASDAQ listed fund Atlas America Fund as a chained bond and to be launched in the third quarter of 2026 under the Dubai Virtual Assets Control (VARA) framework.

This product, called USAFi, is defined as a monetized version of Atlas America Fund (code USAF). The projector stated that the holder could obtain the exposure to the bottom fund in a chain form, while allowing the asset to be transferred and settled on the block chain network.

Rubini contributed to the white paper on the product. Over the past years, he has publicly criticized the lack of intrinsic value of most encrypted assets, which has led to a shift to monetization, also placing particular interest in the market.

According to the project description, the objective of the fund is not to pursue volatile returns, but to maintain a relatively stable performance in different economic environments through diversified asset allocation. Rubini stated that inflation, trade frictions and geo-stretching were eroding the purchasing power of savings. One of the reasons he had previously opposed most digital assets was the lack of real asset support behind them. The focus of his programme today is precisely to put real world assets on the chain.

Securitize provides a monetization infrastructure

The monetization platform Securitize has confirmed that it will provide chain distribution and infrastructure support for the project. The company is one of the main service providers in the current monetization market and has been participating continuously in the uplinking of funds, credit and securities in recent years.

Atlas describes USAFi as a “Technodollar” product. Company management believes that the stabilization currency primarily addresses the transfer of the United States dollar in the chain, while the monetization investment product seeks to provide a viable chain reserve asset that gives investors a risk exposure to a basket of productive assets.

Promoting distribution under the Dubai regulatory framework

According to the projecter, the USAFi will promote distribution under the Dubai VARA regulatory framework. This means that the product will enter the market in the form of regulated tokenized securities, rather than in the form of traditional encrypted tokens.
