According to United States Secretary of State Rubio, Israel and Lebanon have reached a framework agreement under United States good offices, with the goal of promoting “sustainable peace and security”. As currently disclosed, this arrangement will provide the basis for the implementation of the ceasefire between the two countries, provided that it remains directly related to Hizbullah's operations.
The ceasefire is premised on a Hezbollah ceasefire.
According to Rubio, the framework agreement calls for a ceasefire between Israel and Lebanon. At the same time, the real start of the ceasefire depends on the full cessation of fire by Hizbullah in Lebanon.
He also stated that armed Hizbullah elements needed to be withdrawn from the southern Litani area of southern Lebanon. This means that the agreement involves not only a statement of ceasefire but also specific requirements for deployment on the ground.
United States engagement in good offices
