According to Reuters sources, the Ministry of Commerce of China has recently held a meeting with Ali Baba, byte beat and pioneer company Z.ai to discuss restrictions on overseas access to China ' s state-of-the-art AI model, which may include models that have not yet been published. Relevant programmes are still under discussion and no clear landing time is yet available.
Discussions point to front-line models
It was mentioned that the panellists included not only closed-source models but also downloadable, locally run and modified open-source weight models. It was also mentioned that unauthorized disclosure or theft of AI technology could be addressed in the national security legal framework.
There was also discussion on whether to further limit which investors could finance home-grown AI start-ups in China. However, informed sources argue that potential measures may be only for future models and may not be traced back to existing products.
Possible tiered management
Reuters mentioned that in May this year, the legal profession in China held a seminar on open-source AI regulation, which suggested three levels of management thinking: the basic open-source tool needs only to be filed; more advanced technologies need to be subject to security clearance before being released; and the most sensitive front-line models are not published or are restricted to domestic use.
If this idea goes down, it will change China AI's foreign expansion path for almost two years. The Qwen series in Ali Baba has been used by a large number of developers in Hugging Face, and byte-jumping bean bags are one of the main AI products in China. GLM-5.2 of Z.ai has also received attention because of its low price and performance close to the United States head model.
China and America are tightening the model's exit.
According to the report, this discussion in China took place in June after the United States tightened its frontier AI model exports. The U.S. Department of Commerce then requested Anthropic to suspend partial model access to foreign citizens, and OpenAI was open to a few reviewed partners when the new model was released.
The United States Government also requires developers to conduct federal-level cybersecurity reviews prior to the public release of front-line models. The definition framework is expected to be available on 1 August.
For overseas enterprises that rely on China ' s model as a low-cost alternative, the choice of space may be further reduced once China is synchronously open to the outside world. Over the past year there has been a marked increase in the share of China ' s open source weight model in global distribution channels, a trend that may be affected.
