Coinbase Management Adjustment took place at a time when United States encryption legislation was warming again. The company disclosed that the Chief Justice, Paul Grewal, would be leaving his post on 31 July and subsequently transferred as a consultant; that Molly Abraham, currently Vice-President of the Judiciary, would serve as General Counsel and Ryan Van Grack would serve as Vice-President.

Grewal has been Chief Justice of Coinbase since 2020. According to information he published on X and LinkedIn, he would continue to participate in the company ' s business as a consultant after leaving his current post. Abraham also stated in LinkedIn that he would be in charge of Coinbase's legal team after the handover.

This means that the Coinbase legal system will continue to be dominated by pre-existing executives who have been involved in regulatory responses over the past few years and that the handover has not changed the direction of the company ' s current laws and policies.

The timing of the change was just before the United States Congress was ready to reopen the Digital Asset Market Clarity Bill. The bill, commonly known as the CIATY Act, Coinbase has recently publicly supported its advancement.

According to reports, the bill proposes to shift most of the regulatory responsibilities of the digital asset market from the United States Securities and Exchange Commission to the United States Commodity Futures and Exchange Commission. The United States Senate is currently in state service and is expected to resume its deliberations on the relevant bill on Monday.

For Coinbase, such market structure legislation relates to the future regulatory division of labour in the United States encryption industry and directly affects the compliance environment of the trading platform.

The company has been lobbying for policy for almost two years.

In the context of continuing United States regulatory discussions, Coinbase has significantly strengthened policy engagement over the past two years. Previously, the action brought by the United States Securities and Exchange Commission against Coinbase, one of the regulatory agencies ' landmark enforcement actions against encryption companies, had been dropped during the Trump administration.

Following the completion of the case, Coinbase continued to expand contacts with parliamentarians and government officials and to promote digital asset legislation. The company is also one of the main contributors to the Political Action Committee Fairshake, which supports the candidate it considers more conducive to a digital asset policy.

In addition, Chief Executive Officer Coinbase Brian Armstrong had met with United States President Trump and had repeatedly called on Congress to adopt a clearer encryption legal framework. With Abraham taking over as General Counsel, Coinbase is expected to continue the current course of legislative and regulatory communication in Washington.
