Trump called on the Senate to pass the CLARITY bill before the August recess to honour the late Senator Graham. Senate negotiators are intensifying their work on the draft merger, which is expected to be released on 13 July. The draft incorporated the proposals of the Bank and the Agriculture Commission and added more than 70 pages, including stronger consumer protection measures.

In its appeal, Trump stated that the United States must remain in the lead in the area of digital assets and artificial intelligence, warning that countries such as China would try to control this major financial development if Congress failed to act.

Despite the ethical controversy over the personal encryption of the money in Trump, there was still strong support for the bill. The Democratic Senator called for a parliamentary hearing on the encrypted assets of Trump to ensure that the national security implications were reviewed before the CLARITY bill was advanced.

The Chief Policy Officer of Coinbase also refuted the argument that the CLARITY bill would undermine national security, stressing that it would bring more encryption into a clear compliance framework. Senator Lummis also supported the bill, arguing that the United States should continue to lead in the area of digital assets.
