Trump called on the Senate to pass the CARITY bill to commemorate the late Senator Lindsay Graham and to increase White House pressure on the encrypted market structure bill, which was still stagnant on ethical rules, Democrats voting and stabilizing currency provisions.

“To commemorate Lindsay Graham, the Senate should pass the CARITY bill”. He added: “China and many other countries want to take full control of this major financial ‘incident’ and the area of artificial intelligence that we now lead, but they are fighting. Don't let China win in both fields!”
The CLARITY Bill is one of the most interesting encryption bills in Congress, which will set the rules for the digital asset market and divide the regulatory responsibilities between the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).
The voting situation in the Senate remains difficult.
The Senate Banking Commission adopted the version of the bill by a vote of 15-9 in May. Democrat Senator Ruben Gallego and Angela Alsobrooks worked with Republicans on the Commission, but the two legislators had not yet pledged their support during the Senate vote.
After Graham's death, the Republican majority in the Senate was reduced to 52-47, meaning that the bill would require the support of several Democrats in order to move forward.
The issue of ethical rules and stable currency gains remains unresolved
Ethical constraints remain one of the main disputes. The rules promoted by the Democrats will limit the financial relations of the President, the Vice-President, senior executive officials, parliamentarians and their families with the encrypted enterprise.
In the Trump financial disclosure, it was shown that his income in 2025 was more than $1.4 billion related to his family ' s encryption operations, including World Free Finance and Trump brand coins. Democrats believe that any market structure bill should resolve the conflict before extending legal clarity in this area.
Other unresolved issues included article 604 and the stabilization of currency gains. The bank objected to parts of the bill, warning that encryption companies might provide interest-like incentives to stabilize currency holders, thereby attracting deposits out of traditional banks.
