In a recent interview with Charles Hoskinson, founder of Cardano, it was stated that the United States Encrypted Market Structures Act, Clarity Act, had the opportunity to make progress in September after adjustments. He stated that he had recently communicated with United States policymakers and had participated in discussions on amendments to the bill.
Mid-September is considered observation point
According to Hoskinson, the continued investment of resources by industry and communication with legislators is an important reason why the bill can continue. He mentioned that attention was being paid to progress around 15 September and hoped that the bill would then cross key procedures.
He stated that there had been a marked change in the content of the bill over time and that he had made his own comments on how to improve the text. According to him, recent contacts between the encryption industry and United States parliamentarians have left the market optimistic about the future of the bill.
Hoskinson praises Paul Atkins.
In addition to the bill itself, Hoskinson publicly supported Paul Atkins, Chairman of the United States Securities and Exchange Commission. He indicated that he had known Atkins for a long time and had been in contact with him in the context of Cardano-related activities.
According to Hoskinson, Atkins is not looking at encrypted assets in a hostile industry position, but rather at digital assets as part of US financial and technological competitiveness. This statement also reflects a shift in the attitude of some industry towards the current regulatory hierarchy towards a more positive judgement.
The ADA and Cardano ecology is still under pressure.
Hoskinson also mentioned that in a number of recent exchanges held during Jackson Hole, the encryption executive discussed with US parliamentarians the future of Clarity Act and financial markets. According to him, the market sentiment was warmer than before.

The ADA price is about $0.20, a marked fall from earlier 2026 levels, with a market value of about $7.5 billion, falling to about 18th place. DefiLlama data show that the total value of the DeFi locket in Cardano has fallen by about 92 per cent from its 2024 height and is currently about $5,801 million.
If Clarity Act is finally passed by Congress in September, the market will generally see it as a driving factor in the clarity of US encryption regulation. Whether this is sufficient to lead to a more sustainable cycle of escalation will still depend on the subsequent inflow of funds, their actual application and the basis for their application by industry.
