Several banks and financial regulators from Europe, the Middle East and Asia have launched a cross-regional pilot to test the resistance to quantum security for digital asset wallets and block chain transfers. The project is being conducted on a dedicated NEAR test web site, led by Reponsible Fintech Institute, with technical support from Safeheron.
First stage test wallets and transfers
The first phase will be for two banks to test the antiqual purse generation and transfer process, and the regulator will not execute the transfer directly but will observe the test process first. The first observers came from Abu Dhabi, Bhutan and Malta.
The project combines multiple calculations with ML-DSA-65 signatures. The latter is one of the FIPS 204 standard sets of parameters of NIST. The standards were finalized in August 2024.
Not involving the main network and client funds
The organizers stressed that the pilot did not mean that quantum computers were already able to threaten participation in banks or NEAR networks. There is currently no functional quantum computer that can decipher existing block chain signature systems in large-scale scenarios.
The test was closer to forward-looking preparation, with the aim of enabling financial institutions to assess in advance how to move to new signature standards in the future. The scope of the tests included the generation of wallets and chain transfers, but no asset, transaction size, test schedule and performance indicators had been disclosed.
The pilot does not involve the NEAR main network or client funds. The results of the testing network are therefore not in themselves sufficient to demonstrate that the system can be used directly for real-agency operations.
A white paper and code will be published later.
Following the technical tests, the project will also enter the governance assessment phase, focusing on operational resilience, regulatory oversight and cross-border interoperability. Based on this, the participating agencies will assess how such antiquantular wallet infrastructure is integrated into existing hosting and wind control systems.
According to Safeheron, the follow-up plan is to open the bottom protocol and publish a white paper that presents the findings of the study, the protocol design and the results of the test. At present, neither material has been released at a certain time, and external researchers are not yet in a position to independently validate their realization, performance and safety assumptions.
International agencies have facilitated the preparation of quantum transport.
In its Road Map of July 2025, the Bank for International Settlements (BIS) noted that post-quant migration cannot be considered a simple algorithm replacement. Banks need to first identify where existing encryption technologies are used, assess third-party dependence and prepare systems that can be switched between different encryption methods.
The Hong Kong Financial Authority has also previously disclosed that the local bank's quantum readiness is only 2.3 points out of 10 and that 32% of the banks interviewed have not initiated preparations. Bitcoin developers have also proposed Quantification-oriented trade-forms options in recent years, but the relocation of existing hold tanks still requires extensive collaboration between wallets, exchanges, trustees and users.
