A strategic cooperation was announced between France ' s AI company, Mistral, and HUMAIN, supported by the Saudi Arabian Public Investment Fund, to build a “sovereign AI” infrastructure in and around Saudi Arabia. According to the joint statement, this cooperation reached hundreds of millions of euros, with emphasis on local reasoning, open weight models and forward model development for Arabic.
Co-operating overlay models and landing applications
The two companies indicated that this cooperation would advance the development, deployment and localization of advanced models within Saudi Arabia to meet local demands for data control and model autonomy. The so-called “Sovereign AI” centred on the fact that data were not controlled by third-party platforms and that models could also be held and used by local institutions on the basis of open weights.
The first delivery directions have been identified, mainly for network security and voice applications. The parties also plan to jointly promote commercialization in the Saudi market, with a focus on sectors with high regulatory requirements.
It's a way to expand Middle East computing.
This cooperation also means that Mistral is extending its own calculations from Europe to the Middle East. The report mentions that Mistral has recently strengthened end-to-end computing capacity through its flagship infrastructure operation, and that its cooperation with HUMAIN will provide it with the opportunity to rely more on Saudi local computing loads than on European or United States infrastructure.
In the case of model products, Mistral has been moving a lot in recent times. A few weeks ago, the company launched a unified open source model and added remote programming agents and World Mode to the Le Chat interface. Previously, it had published a series of models for front-line competition and produced high-performance models for ChatGPT, Claude and Gemini.
HUMAIN'S STANDING ENGWEALD, XAI AND AWS
HUMAIN itself is rapidly expanding the AI infrastructure. Reports indicate that the company has promoted a number of large-scale partnerships since 2025.

- Data centre agreement with xAI to anchor project over 500 MW facility
- Managed up to 150,000 GPUs in cooperation with AWS in Riyadh AI Park
Also in November 2025, HUMAIN established a joint venture with AMD and Cisco with the aim of building an AI infrastructure of up to 1 giva by 2030.
This new cooperation also reflects the continued addition of Gulf capital to the European AI Enterprise. In addition to the Saudi project, Mistral has expanded its cooperation with Microsoft this summer to increase the European calculator supply and launched European Company Uniteds in early August, hoping to promote local AI capacity in Europe through long-term business commitments.
