Subject to the interim allocation process, Senate leader Thune suspended the request to close the debate on Clarity Act

On 5 August, an encrypted journalist, Eleanor Trerett, disclosed that procedural issues related to the ongoing interim appropriation bill could explain why the Senate majority leader, Thune, did not present a motion to close the debate on the motion for consideration of the Clarity Act tonight, although these factors are likely to have played a part in the lack of sufficient votes and the continuing debate on the main topic. Once the procedural issues of the interim appropriation bill have been resolved, it will be possible for Thune to file a motion to close the debate as early as tomorrow, at which point the potential vote for Clarity Act will be put on the agenda within 30 hours of his submission. Given the many outstanding issues of the bill — including the lack of a bipartisan ethical agreement (the White House remains undeclared) and the differences still under way around the terms of the BRCA — the final outcome remains unpredictable. But I have learned from many that there is a desire to have parliamentarians take a stand in the voting, even if the bill is not finally passed。
