On 13 August, the United States Department of the Treasury issued a new $42 billion 10-year national debt, with a winning return of 4.683 per cent compared to the pre-issuance level of 4.682 per cent; the winning rate of return was the highest since 2007, compared with 4.580 per cent for the second renewal last month。
