Ukraine seeking a ceasefire agreement for civilian targets in the Black Sea, Russia: no formal proposal received

On 14 August, according to Reuters sources, Ukraine had drafted a proposal aimed at stopping attacks on civilian targets in the Black Sea and had transmitted it to the Russian side through a third-party body, which was still awaiting an official response from Moscow. Despite the expectations of the outside world to ease the situation, the attitude of the Russian side remains unclear. In an interview with the Tas Agency, the Deputy Minister for Foreign Affairs of Russia, Alexander Grushko, stated that, despite recent calls from various parties for a “ceasefire” and a “postponement of the attack”, no formal Black Sea ceasefire proposal of any kind was currently received in Moscow. The Kremlin and the Russian Ministry of Foreign Affairs have also not made public comments on the specific offer。
