The SEC has again postponed the tokenization exemption, pending the negotiation of the relevant articles of the CARITY Act
The United States Securities and Exchange Commission (SEC) has again postponed the monetization of the “Innovative Exemption” programme. The framework is intended to allow enterprises to test dollarized transactions of United States shares based on block chains without having to meet the standard requirements of full exchanges and brokers. The delay was related to pending negotiations on article 10505 of the United States Senate ' s CLARITY Act draft. This article provides that tokenized securities remain securities and requires the SEC to study trusteeship, consumer protection, cross-border issues and regulatory coordination. During the same week, the SEC also postponed the vote on the proposal for an exemption for encrypted start-up financing, scheduled for Friday, on the grounds that a new date had not been announced. The Chamber of Deputies version was adopted in July 2025, the Senate Banking Commission advanced at 15 to 9 in May this year, and the Senate ' s procedural vote is not expected to be earlier than September 15.
