Stellar (XLM) countdown major smart contract upgrade, key date set

Stellar (XLM) is upgrading a major smart contract in countdown to simplify the process of developers preparing smart contracts on block chains, while changes at the bottom will help the network to reach consensus more quickly when it expands.
