Guangzhou proposes legislation for artificial intelligence development: building a unified computing and movement platform and application enabling centre

On 17 August, the Guangzhou City Ordinance for the Promotion of Artificial Intelligence Development was to be submitted for a third review and vote in October 2026. The exposure draft focuses on two core production factors and systematically improves infrastructure and resource supply systems. At the level of construction of computing infrastructure, led by the Municipal Development Department, multi-sectoral and coordinated planning such as government data, correspondence, planning resources, short-, medium- and long-term development of stairwelling goals, sound planning, construction, operational mechanisms, rational deployment super-centres, marginal urban nodes and industrial smart-calculation centres, and promotion of green, efficient and balanced distribution of computing resources. Synchronization planning to build a city-wide unified calculus and synergetic control platform, exploring mechanisms for market-based trading of computing resources, promoting multi-isomeric resource connectivity, flexible dispatch and sharing, and providing inclusive computing services for artificial intelligence development.
