Kraken or first compliant HIP-3 deployment of CEX

On 21 August, according to Blockworks analyst Shaunda devens, the Hyperliquid testing network added compliance control features such as white lists, compulsory silos and transfer of collateral. Currently, a node called Kraken HIP-3 test DEX is testing these licenses and 10 wallets have been added to the white list.
