The exposure draft expands investors from enterprises to enterprises, other organizations and individual residents in the country, and makes it clear that investors reinvest abroad also invest abroad. In the OFDI regulatory component, an investor should obtain an OFDI approval document or a filed notification prior to the implementation of an outward investment, in such matters as the classification of outward investment and the division of regulatory roles, procedures for the preparation of a nuclear case, time limits, etc. For new investors, the approving authority is the National Commission for Development and Reform, and the filing authority is the provincial authority for reform where the domicile or habitual residence is located。
