Lummis: Only Congress can give the CFTC digital asset spot power

Lummis states that "there is no rule that would give CFTC spot power over digital assets, or power to impose new sanctions on opponents, or to protect developers from improper prosecution. Only Congress can do this. Clear Bill is the only effective path."
