The White Paper on Ten Principles of the Rule of Law for the Health Development of Smart Services

On 20 July, the 2026 World Congress of Artificial Intelligence sub-forum, the Artificial Intelligence Rule of Law Forum, was held today. The theme, “The rule of law response to smart development”, was the focus of in-depth discussions among the panellists. The White Paper on the Ten Principles of the Rule of Law for the Health Development of Smart Services was launched on the spot. The White Paper sets out a three-dimensional governance logic: first, to cover the development, training, operation, and iterative processes of intelligent bodies, and to establish a closed-ring risk control mechanism for autonomous decision-making, cross-domain interactions; second, to safeguard the digital rights of users, with a focus on vulnerable groups such as the elderly and minors, through the rules of service identification, layering of consent, minimum authority, and credible output; and, third, to clarify industrial responsibilities, to promote the interconnectivity of intelligent bodies, to adhere to the “end-of-the-human-responsibility” line and to prevent enterprises from evading their responsibilities by using smart autonomy。
