The Russian State Duma adopted the Digital Currency and Digital Rights Act
Wu stated that on 21 July the Russian State Duma had adopted, in its second and third readings, Act No. 114918-8 on Digital Currency and Digital Rights, which envisaged the establishment of a licensing framework covering encrypted trading platforms, brokers, asset management agencies and trustees, as well as the operational requirements of the enterprises concerned. The Act allows for the use of digital assets in foreign trade, but still prohibits the payment of goods and services in Russia. The main provisions of the Act, which are expected to enter into force on 1 September 2026, partially provide for a transitional period until 1 July 2027. Once the bill is adopted by the State Duma, it will still have to be considered by the Russian Federation Commission and signed by President Putin before it becomes law。
