OpenAI model invasion of Hugging Face fermented with a bipartisan bill, the AI Emergency Closure Act

On 27 July, United States Congressman Ted Lieu (Democrat) and Nathanie Loran (Republican) introduced a bipartisan bill, AIKill Switch Act (AI Emergency Closure Act), on 23 July. The advanced/frontier AI system developers are required to retain the technical capabilities to save, suspend or completely shut down the system; and the Minister of Homeland Security (DHS) is authorized to order intervention in cases where the model is out of control or poses a catastrophic risk, in consultation with the Minister of Commerce and the Director of National Intelligence.
