Hyperliquid test network to add a new Stars feature to the deployment to create white-listed DEX transactions

Rajiv Patel-O'Connor sent a message on platform X that the Hyperliquid test observed new functions stars. This feature allows a deploying person to create a DEX authorized by a white list with an HIP-3 address, which is currently tested at a maximum of 10,000 addresses, and an address that is not on the white list can only be submitted to a reduce-only order or a funded account。
