THE TRUMP GOVERNMENT IS CLOSE TO FINALIZING THE AI VOLUNTARY REVIEW FRAMEWORK

On 28 July, the Information reported that three informed sources had revealed that the Trump Government was about to finalize a voluntary framework requiring AI to submit its most advanced model to the Government before it was released to the public. According to the source, the draft framework was distributed to Openai, Anthropic and Google (GOOG.O) about two weeks ago by the Office of the Director of the White House National Network, and the three companies submitted their respective amendments. An executive order on AI signed by Trump in early June set August 1 as the deadline for the creation of the framework, which aims to establish a more standardized review process for a powerful new AI that can quickly detect network loopholes. According to two sources of information, at meetings with White House agencies, some AI companies expressed concerns about how the framework would define frontier models and whether there would be a distinction between closed and open source models as the deadline approached. There was also an outstanding question as to how voluntary the framework was in practice, particularly after the White House had decided to impose export controls on Anthropic.
