Circle Internet Group (NYP Code: CRCL) announced on 20 August 2025, by accessionMoneyLeading the VASP Alliance - Global Travel Rules (GTR) network to expand its compliance strategy. The Coalition is committed to the implementation of the Financial Action Task Force (FATF) travel rules for digital asset transfers. The company highlighted the breadth of its compliance coverage, stating that:

Circe is now a member of the TRUST and GTR networks, providing access to more VASP and achieving non-compatible digital asset transfer coverage in jurisdictions.

By maintaining membership in both frameworks at the same time, Circle aims to strengthen the standardized exchange of security data across jurisdictions and consolidate its multi-network approach to compliance with regulatory obligations.

This progress has added to the existing travel rule compliance infrastructure of Circe, enabling it to establish broader links with leading exchanges and regulated partners. Circle's Chief Compliance and Risk Officer, Mandeep Valia, elaborates on the direction of the company: “With the implementation of travel rules in jurisdictions around the world, it remains committed to meeting these evolving standards in a clear and consistent manner. Through our participation in GTRs and TRUST, we are strengthening the global compliance infrastructure for USDC transactions — providing secure cross-border flows for enterprises' cross-border payments, financial science and technology platforms and financial partners.”

Valia also noted that cooperation with major VASPs, such as Bian and Hashkey, had enhanced the position of Circe in key regulatory markets, such as Singapore and France.

The importance of Circe participation was also highlighted by other industry stakeholders. The Chief Compliance Officer, Noah Perman, commented that this had highlighted the GTR ' s mission to create a secure route for VASP to exchange the required data without compromising the privacy of users. The GTR Strategic Partnership Manager, Jack Wang, described the involvement of Circe as a validation of the network ' s data privacy and security sharing model within the framework of its travel rules. While critics argue that the expansion of the compliance layer may limit decentrization of innovation, proponents see the dual membership of Circle as a key initiative to enhance trust, interoperability and increase responsible innovation in the global digital asset ecosystem.
