Trump invokes the dissenting opinion of Judge Naomi Rao of the Federal Court of Appeal, stating that the plaintiff, the United States National Historical Protection Trust, would not have standing to prevent the White House, that the District Court had no right to intervene in the project and that the Government ' s national security interests should be given priority. According to Trump, the project includes not only a reception hall, but also a bomb shelter, hospitals and medical facilities, confidential military facilities, anti-missile steel structures, drone roofs, military ventilation systems and bullet-proof, blast-resistant glass, among other things, and is an integral national security and military facility project.
