The U.S. Encryption Regulatory Act has been extended again

On 8 August, the United States Senate announced that it had postponed voting on the Encrypted Currency Regulation Bill (CLARITY Act) until the end of the five-week summer recess, increasing the likelihood that Congress would not be able to complete encryption market regulation legislation in the short term. CLARITY Act, previously supported by both parties in the House of Representatives, aims to establish a federal regulatory framework for digital assets, clarify the responsibility for the regulation of encrypted assets and facilitate the integration of digital assets into the United States financial system. According to Republican Senator Thom Tillis of North Carolina, the passage of the bill was "possibly down by 50 per cent" as a result of its postponement until September. For its part, Senator Cynthia Lummis of the Republic of Wyoming, who is responsible for facilitating the negotiations, has criticized the fact that the discussions have been going on for almost 11 months, that the bill has been increased by some 300 pages and that it has met a large number of requests for change from the Democrats and should now enter the voting stage. At present, the Democratic Party remains opposed to the bill, and the core of the disagreement is centred on the encryption of asset restraint clauses by government officials. According to the Democrats, the current version does not adequately restrict the investment and promotion of encrypted assets by federal officials, nor does it require a complete withdrawal of the persons concerned, and wishes to give the State Attorneys General greater enforcement powers. Some Democrats and Republican parliamentarians had previously been involved in promoting stricter ethical regulations, but negotiations with the White House continued. Democrats are particularly concerned about the way in which Toran has spread the interest of his family in encryption projects like World Liberty Financial. The encryption industry had previously hoped that the Senate would advance at least the procedural vote before the summer recess in order to adjust the political input to the mid-2026 elections in the light of legislative progress. The data show that Fairshake, the main political action committee for the encryption industry, held nearly $200 million in cash reserves at the beginning of the cycle。
