This move has made it possible for the Clarity bill to be put to a procedural vote immediately after its recess in September, but it has missed the voting window before its recess in August, and challenges remain for its adoption in September. The Clarity bill, which requires at least 60 votes, currently needs the support of at least 10 Democrat senators, but there are still disagreements over the ethical provisions that prohibit senior government officials, including President Trump, from participating in encryption projects.
