The exercise was launched on 17 January and was planned in two phases, the first from 17 to 21 February, and the second phase of the main exercise on attacks and defence, which was originally scheduled for 23 to 27 February, focused on counter-attack exercises. Korean military sources revealed that the North Korean and United States military had decided to conduct only the first phase of the defence operation, after which United States military personnel would be withdrawn and the planned training programme, which had not been implemented, would seek alternative options.
