The Department of Commerce responded to the United States' 301 survey on capacity: the right to take the necessary measures will be reserved to follow developments closely

On 28 July, in response to the recent launch of the 301 United States Survey on Productive Capacity, the Director of the Political Research Unit of the Ministry of Commerce, Lin Wyron, stated at the 28th New York Office of the Secretary-General, that this was a typical act of unilateralism that seriously undermined the international economic order. The United States cannot narrowly define production capacity above domestic demand as “overcapacity” and label it as “overcapacity”. The United States is not in a position to unilaterally determine the existence of “overcapacity” of trading partners through a 301 survey and to impose unilateral restrictions. China urges the United States to correct the wrong practices and to return to the right path of resolving problems through dialogue and consultation.
