The U.S. Senate entered an intensive legislative phase before its August recess, and the Digital Assets Market Structure Bill, CLARITY Act, was still included in the July push. However, electoral reform, the agriculture bill and the defence empowerment bill are also competing for limited voting time, and the timely entry of encryption legislation into the formal process remains dependent on the harmonization of agendas.

Lummis says July is still the target.

In an interview with Fox Business, United States Senator Cynthia Lummis stated that the Senate was still planning to deal with the CIA Act in July. She said that the bill had entered an intensive negotiation phase since around last year ' s Labour Day and was now nearing its final conclusion.

Lummis stated that the negotiation process had been difficult and that DeFi provisions and ethical elements were still being addressed. According to her, the Senate planned to issue a technical draft during the 4 July recess before proceeding with the formal legislative process.

A lot of bills are on the agenda.

The main obstacle facing Clarity Act is not a single article, but the overall Senate agenda is already very crowded. The current top issues include the SAVE America Act, the Agriculture Act 2026 and the Annual Defence Authorization Act (NDAA).

Among them, SAVE America Act is an electoral reform programme that includes requirements for United States citizenship certificates in federal elections, as well as stricter requirements for voter identification. The President of the United States, Trump, has also recently put pressure on Republicans to move the bill forward as soon as possible.

Inadequate support for the election bill

However, Lummis acknowledges that the electoral bill does not currently have sufficient votes in the Senate to pass the full version. She suggested that it might be necessary to split the bill into sections, giving priority to the promotion of more accessible elements.

In addition to the election issues, the senators are preparing to discuss the annual defence authorization bill after the 4th of July. In contrast, the specific timetable for the Agriculture Act 2026 is still unclear, but it will also absorb significant agenda resources.

This means that, while digital asset legislation is still on track, the final ability to vote in the Senate in July will depend on how the leadership allocates time among its priorities. At least from Lummis' latest statement, Clarity Act has not been squeezed out of the current legislative window.
