Coinbase CEO urges the United States Congress to pass the Clarity Act as soon as possible, or consider moving companies overseas

On 22 July, CEO Brian Armstrong issued an ultimatum to the United States Congress on CNBC, calling for the adoption of the Clarity Act (H.R. 3633) Bill as soon as possible and indicating that, in the absence of clear regulation, companies would consider moving their operations overseas. The bill, which had previously been passed in the House of Representatives by 294 to 134 votes, was currently deadlocked in the Senate. Brian Armstrong had withdrawn his support for the bill in early 2026 on the issue of stabilizing the exchange-rate restrictions, and after months of negotiations, a compromise had been reached. The White House is also pushing for legislation at this time in the pre-summer sprint phase of the Senate, but the controversy over moral provisions and federal priorities has yet to be fully resolved。
