Japan proposes to purchase 275,000 British Rubin chips to develop a local robotic AI model

Japan plans to purchase 27.5 million next-generation Rubin chips for the development of indigenous basic robotic AI models. The newly established Noetra company has received funding of 38.7 billion yen from government finances to consolidate the project and build a large data centre. This plan is part of a series of initiatives by the Government of Japan to reduce reliance on foreign technology and strengthen national security. Noetra plans to release the first AI model by March next year and to keep it up to date. Hironobu Tamba, President of Noetra, stated that the long-term goal was to introduce an AI model for robotic applications in the coming years. The goal of the Government of Japan is to occupy more than 30 per cent of the world ' s approximately 60 trillion yen robotics market by 2040。

THE TARGET FOR CHANGSUNG TECHNOLOGY IS 11% IN DRAM BY 2028

The target for long-term science and technology is 11 per cent in DRAM by 2028. According to Hwang Minsung, Director General of Counterpoint Research, 15 per cent of the global DRAM city is the baseline for the long-term survival of long-term long-term technology, below which levels will repeat the fall of Taiwan ' s DRAM manufacturer to 3 per cent in 2008. Currently, CXMT ' s global DRAM bits market share is about 9 per cent, increasing the target to 11 per cent by 2028. The company plans to increase its capacity to 420,000 crystals per month by 2027, double it by 2030 and triple it by 2035. Neil Shah noted that the restrictions on equipment exports in the United States had prompted CXMT to seek to go beyond the technological path of the vertical channel transistor and the crystal-to-circle coupons. The Counterpoint is concerned about the four post-IPO variables, including the 20 billion-dollar potential of HBM in 2028 and the ability to reach 20 per cent and 15 per cent in the medium and long term, respectively, in bits and income calibres。

Google DeepMind resigned, claiming that there was no killer robot on military AI contract. Red Line

Alex Turner, a Google DeepMind AI security researcher, announced his resignation, stating that Google allowed the United States military to use AI on a confidential mission but did not prohibit large-scale surveillance and uncontrolled autonomous weapons in the contract. Turner had previously organized more than 250 staff federations and submitted a 25-page alternative to Google DeepMind CEO Demis Hassans, proposing to join the Human Surveillance and Independent Review Mechanism for military AI, but the proposal was ultimately rejected. He left in June this year. Google stated that it remained opposed to the use of AI for autonomous weapons that lacked adequate human oversight and for domestic mass surveillance, but Turner noted that these commitments were not binding. Google had removed from the AI Principles, as early as 2025, the provision not to develop weapons and surveillance technology。

Former Chief Economist of the Federal Reserve of New York: Walsh trapped in a “hawk”, Fed or forced to increase interest rates

On 16 July, Christopher Hodge, former Chief Economist of the Federal Reserve in New York and Chief Economist of the United States of America in Natixis, stated that the hard-line Eagles of the Federal Reserve Chairman Walsh might be setting a dangerous “trust trap” for himself. Hodge points out that Walsh's aversion to “forward-looking guidance” and “point-line map” is justified in the current climate of uncertainty, but also exposes a dangerous tendency. “Wosh was extremely tough at his first meeting, adding to `price stability' and exclamation marks in almost every statement.” Hodge analyses suggest that this excessive hawk posture may be self-defeating. If CPI data in the coming months are noised by short-term disturbances (e.g., tariffs or energy shocks), Walsh may be forced to increase interest rates because of the “man-made” that had been set earlier, even if that was not the best option. Interestingly, Hodge narrated that the only two “doves” in Walsh's career took place during his two interviews for the Federal Reserve Chairman. This return to hawks may be a return to their personal creed, but may also limit the policy flexibility of the Fed. Despite Walsh ' s sharp rhetoric, Natixis expects the Fed to maintain interest rates throughout 2026。
